How to Instruct a High Court Enforcement Officer (HCEO)?
It is a relative easy process to instruct a High Court Enforcement Officer to recover the money you are still owed. Especially if you wish to transfer up your unpaid County Court Judgment (CCJ) to the High Court. The judgment has to be over £600 (including the debt, court fees and interest) and is less than six years old in order to transfer up the CCJ to the High Court.

There is a Court Fee of £78 payable by you the claimant. This will also be added to the debt and recoverable should the enforcement of the writ be successful.
High Court Enforcement Officers have greater powers and are paid on results. Instructing a High Court Enforcement Officer is now seen as a faster and more cost-effective debt recovery option than other forms of enforcement. Prior to 2004, High Court Enforcement Officers (HCEOs) were called High Court Sheriffs (Sheriffs Officers).
Methods to Instruct a High Court Enforcement Officer – Types of High Court Writs
There are various writs that can be applied to execute the CCJs awarded. These range from recovering money owed to a claimant, to taking possession of a property on behalf of a landlord as well as enforcing a successful Employment Tribunal Award or ACAS Settlement to a former employee.
In practice to recover money owed to the claimant, the High Court Writ of Control is the most commonly applied remedy. On the claimant’s behalf, the High Court Enforcement Officer can apply for a Writ of Control when transferring up the unpaid CCJ to the High Court for enforcement.

Have the County Court Judgment (CCJ) and any other relevant documents ready to hand. If you scan electronically the documents beforehand (e.g County Court Judgment) you can upload the copies when prompted – it will save you time & money. - Email– Send scans of this completed form and any relevant documents and email as attachments to transferup@courtenforcementservices.co.uk scanning documents and emailing them to the enforcement company.
- Post– Please post the original form (retain a copy for your own records) together with any copies of Court Enforcement Services Ltd, PO Box 13230, Harlow, Essex, CM20 9UH.
