I write to thank you for your continued support during 2022 and to reflect on what has been a successful year for Court Enforcement Services. This year has certainly flown by and a great deal has been achieved by the business against the backdrop of significant challenges that have been presented by the economy, the political environment and global events. There is much to be concerned about as we enter 2023, inflation, the cost-of-living crisis and the impact of the war in Ukraine.
Having settled into our new offices in Harlow we continue to adapt to the changing world of work, with many colleagues and clients continuing to work from home and video calls replacing regular face-to-face meetings, although thankfully in-person meetings and events have recommenced and it was great to meet old friends, colleagues and clients at the excellent CCUA Conference in Birmingham during October, which, was sponsored by Court Enforcement Services.
High Court Writ Volumes for 2021
The latest High Court Writ Volumes for the calendar year 2021 confirmed we achieved a market share gain for the seventh year running, increasing our writ volumes by 12%, with 2022 set to be another record year.

I would like to take this opportunity to express our gratitude to our clients who have trusted us to be their chosen enforcement partner during such a challenging time.
I would also like to thank our excellent team for their hard work and dedication to service delivery and whilst 2022 has been a difficult year for recruitment and retention across all industries, I am extremely pleased to have welcomed both new colleagues and enforcement agents who had left the sector in 2020 due to the enforced lockdown, who have now re-joined us.
Team Development
The business has added to its expertise with several internal promotions and the appointment of some excellent external candidates, who have slotted in seamlessly alongside our existing team and will assist us in maintaining the growth we have achieved over the last seven years.
The Board was delighted to announce the promotion of Jodie Martinelli-Oliver to Director of Business Services. Jodie has been with the business since 2014 and has made a significant contribution, helping it develop from a start-up to one of the UK’s largest High Court Enforcement companies. This well-deserved promotion was in recognition of the important part she has played in our unprecedented growth.
Shelagh Doyle was also promoted to Head of Audit and Compliance. Shelagh joined the business in 2020 to drive forward its customer care function with quite a wide and varied remit. In her new role she covers a lot of ground by taking the lead in this area across all parts of the organisation. Shelagh was also shortlisted for a Women in Credit Award this year in the “Transformation of the Year” category.
Neil Jinks, Head of Client Development and Communications, has been elected as Vice Chair of the CCUA and hosted their annual conference this year. He was also elected to the Executive Board of CICM. The business supports both appointments which enable Neil to support fellow credit professionals and lobby for an improved court service and better access to justice for creditors. Neil has also been listed in the Credit 500 and a finalist in the Credit Strategy Leadership Awards this year.
Michael Whitaker, Director of Business Development, has been appointed Vice Chair of the Northern Region of CCUA and continues to work with Neil on the CCUA Events Committee, which is responsible for organising the annual conference and other events.
I was proud to be asked to lead the business in July and am pleased to report that during the second half of the year the business has achieved several landmarks, including delivering the highest number of monthly enforcement agent visits; the highest number of inbound and outbound calls and the highest monthly collections for our clients, which places the business in a great position as we enter 2023.
During the year, two of our founder directors, Wayne Whitford, and Daron Robinson have left the business and we wish them and their families all the best for the future.
With the dedication and commitment our team have demonstrated over the last year and by continuing to deliver market leading results for our clients, our expectation is that the next 12 months will be another period of significant growth for us at Court Enforcement Services.
Stakeholder Relations
We continue to support the High Court Enforcement Officers Association (HCEOA) and their campaign for freedom of choice for creditors to choose who can enforce their judgments and for debts under £600 to be enforceable via High Court Enforcement.
We are proud to be a Corporate Partner to the Chartered Institute of Credit Management (CICM). We hope to see you at the CICM British Credit Awards in February 2023 where we are sponsoring the Legal Provider of the Year Award.
The business has been at the forefront of engagement with the Enforcement Conduct Board and we are pleased to confirm that we have voluntarily opted to pay the levy in respect of our High Court Business and are committed to supporting the ECB in 2023 and beyond.

Instead of sending Christmas cards this year we are donating to the national charity Re-engage dedicated to tackling loneliness and social isolation amongst older people living in the UK.
